It is owned and opearated by Norddeutscher Rundfunk (NDR), a public broadcaster
headquartered in Hamburg (Free and Hanseatic City of Hamburg / German: Freie und Hansestadt Hamburg).
It has four regional TV channels, NDR Niedersachsen (Lower Saxony), NDR
Hamburg, NDR Schleswig-Holstein, and NDR Mecklenburg-Vorpommern. It is
a member of the ARD.
